Each year the Friends of Bruce Baer appoint a committee of judges to determine award winners from the entries. The committee is comprised of representatives from the Oregon Newspaper Publishers Association, Oregon Association of Broadcasters, Portland State University, the Captitol Press Corp and a representative of Friends of Bruce Baer.

The judging criteria includes:

• The treatment of political and public affairs topics related to Oregon;

• The effort and enterprise of the nominee; and

• The courage reflected in the work.

It is often the latter criterion that separates the competitors.
